Click "Arbitration," there is a drop down menu that says "overview" drop down to each team and place arbitration. Make sure to save. Each team needs at least $1 put on it and you can put a max of $3 on any team. You must spend all $25.

Not trying to be a pain and know I waited until the last minute here.
