When I bid on the last three guys, I wasn't over budget, so you can bid, if it brings over budget, then you have to make some cuts like I just did (Iglesias (sniff sniff) but he was expensive at 24$ and some other guys, you win some but you lose some. When you are already over budget, you cannot bid on auctions or waivers. (i.e. I could be at 399 with a full roster of 40 and I would be allowed to bid whatever amount, but then you have to cut and it's half the amount as you know)
