  • They are; functionally though, the "Approve" option has no effect other than to secure your vote and prevent you from changing to "Veto" and unless 7+ people choose "Veto" then the trade is allowed. Personally, I see no reason to ever "Veto" unless there is strong suspicion that a trade involves collusion. Therefore, I often don't choose "Approve" because it has no impact.
